EPA has published a proposed modification to the significant new use rule (SNUR) under section 5(a)(2) of the Toxic Substances Control Act (TSCA) for 1-Propene, 2,3,3,3-tetrafluoro-, which was the subject of premanufacture notice (PMN) P–07–601. This action would amend the SNUR to no longer designate as a significant new use the use of the chemical substance by consumers to recharge air conditioning systems in vehicles originally charged with the refrigerant by the motor vehicle OEM. EPA is proposing this amendment based on review of newly submitted exposure and toxicity data. Comments must be received by the Agency on or before June 30.
