RARE EARTHS: WTO rules against Chinese export restrictions

The World Trade Organization ruled against China's export restrictions on rare earth minerals but has not yet released its opinion.

The United States, along with Europe and Japan, brought forward the case in 2010 over the key minerals, which are used in technology and military products.

China produces more rare earths than any other nation, but Australia, the United States and Greenland have developed their own mines in recent years. China said export quotas on the 17 minerals were needed to limit environmental damage, but the WTO rejected that argument because the country was also expanding domestic rare earths extraction (Hornby/Donnan, Financial Times, Oct. 29). -- SP
