EPA Seeks Increased TSCA Fees from Congress

In the February 2 Justification on Appropriation Estimates for the Committee on Appropriations, the Environmental Protection Agency (EPA) plans to ask Congress to increase Toxic Substances Control Act (TSCA) Premanufacture Notice (PMN) fees.   Currently, PMN fees are capped at $2500 for large companies and $100 for small companies. 

The agency also plans to request a new Confidential Business Information (CBI) management fee by way of creating a revolving fund labelled as the Toxic Substances Control Act Confidential Business Information Management Fund in the U.S. Treasury.

Resources and funding sources for EPA’s toxics office has been an ongoing issue, especially in the midst of TSCA reform.  It is likely any sort of fee increase to come about in broader TSCA reform talks versus this particular effort.
